Are there really that containers that float exactly at or below the surface? Just thinking about it analytiy, the containers are metal, and either empty or loaded, and either watertight or leaky. The empty, leaky ones should sink outright within a short time of being abandoned, one would think. I suppose you could imagine them trapping just enough air at one end to support the weight of the container, depending where the holes are. The empty, sealed ones would float high on the water, until maybe developing a leak, and gradually fill with water floating lower and lower until they sink. The window of danger where they're still afloat but so low you can't them, is short or depending on the size of the leak. You could estimate how are out there by figuring they probably spend more time floating high than when they're in the process of leaking and sinking, and estimating the number of dangerous semi-submerged ones as some fraction of the number of high-floating ones you've been seeing. The full, sealed ones would float high or low depending on the density of goods they're filled with. Too heavy and they sink outright. Filled with light stuff they'd float high enough to. The goods inside have to be exactly the right density to float, but float so low that you wouldn't the container. What are the odds? Again, estimate how semi-submerged ones are out there by counting the high- or mid-floaters. Lastly, the full, unsealed ones might have light goods ( pong balls?), but gradually fill with water to become neutrally-buoyant. One last category might be perishable goods that initially sink, then decompose producing gas, which lifts the container off the bottom when just enough gas is produced. These would float just at the surface of the water until they lose gas and sink again. In effect they'd self-adjust to float in the most dangerous semi-submerged position. But how likely is this scenario in the cold, cold sea? It's scary to think there might be multi-ton steel deadheads out there, but unless you are seeing lots of containers floating high, the chances of encountering them lurking at the waterline like a crocodile with only the eyes showing, must be (reassuringly?) low. don't know if this helps, but I so!
